ПОЯСНИТЕЛЬНАЯ ЗАПИСКА
к первой редакции проекта национального стандарта
1. Проект стандарта разработан в соответствии с Программой разработки национальных стандартов Российской Федерации на 2008 г. в рамках ТК 206. Шифр задания 3.17.206-2.009.08.
2. Основание для разработки стандарта:
Основанием для выполнения является перечень заказов на выполнение работ в 2008 году за счет средств федерального бюджета по разделу 0401 « Общеэкономические вопросы», целевая статья 340 0101 «Техническое регулирование», вид расходов 012 «Выполнение функций государственными органами».
3. Краткая характеристика объекта стандартизации:
Проект ГОСТ «Государственная система обеспечения единства измерений. Государственная поверочная схема для средств измерений влажности газов» распространяется на государственную поверочную схему для средств измерений влажности газов. Проект устанавливает порядок передачи размеров единиц трех величин влажности газов: процент (%) – относительной влажности; градус Цельсия, Кельвин ( 0 С, К) – температуры точки росы/инея; (млн-1) – молярной доли влаги от государственного первичного эталона рабочим средствам измерений с указанием погрешностей и основных методов поверки.
4. Обоснование:
Разработка ГОСТ вызвана совершенствованием государственного первичного эталона единицы относительной влажности газов ГЭТ 151-86. Совершенствование эталона направлено на расширение его функциональных возможностей и включает решение ряда задач :
- разработка и создание автоматизированной системы задания режимов работы, сбора и обработки информации;
- перевод информационно-измерительной системы эталона на современный аппаратурный уровень:
- воспроизведение трех единиц наиболее важных и востребованных величин влажности газов ( относительной влажности , молярной доли влаги, температуры точки росы инея);
- расширение рабочего диапазона температур.
5. Ожидаемая эффективность:
Разработка ГОСТ позволит:
- обеспечить единство измерений основного отечественного парка средств измерений влажности газов, а также его использование в целях соблюдения требований технических регламентов ;
- расширить диапазон передачи размеров единиц влажности газов;
- привести в соответствие его терминологию с современной нормативно-правовой базой в области метрологии
Практическая важность определяется: 1. Потребностями газодобывающей и газоперерабатывающей отраслей, необходимой точностью контроля состава природного газа при экспортных поставках, требованиями безопасной эксплуатации атомных станций; 2. Актуальностью для гидрометеорологии, в которой применяется сразу несколько единиц влажности воздуха. 3. Принципиально новыми подходами и требованиями к вопросам безопасности в атомной энергетике нового поколения. 4. Потребностями метрологического обеспечения газозаправочных станций.
6. Соответствие Федеральным законам, техническим регламентам и иным нормативным правовым актам РФ:
Разрабатываемый ГОСТ должен соответствовать Закону РФ «Об обеспечении единства измерений»; РМГ 29-99 «Государственная система обеспечения единства измерений. Метрология. Основные термины и определения», РМГ 75-2004 «Государственная система обеспечения единства измерений. Измерения влажности веществ. Термины и определения».
7. Соответствие международному (региональному) стандарту:
Международный стандарт отсутствует.
8. Взаимосвязь со стандартами, утвержденными ранее:
Разрабатывается взамен ГОСТ 8.547-86 «Государственная система обеспечения единства измерений. Государственный первичный эталон и государственная поверочная схема для средств измерений относительной влажности газов».

The East-Siberian Branch of FSUE «VNIIFTRI» carries out the expertise and certification of Measurement procedures that are subject to State metrological control and supervision. Certification of Measurement procedures allows to put forth observations in the prescribed form, clarify metrological characteristics, improve accuracy of measurements and contributes wide-spread occurrence of future Measurement procedures.
Requirements for certification procedures and certification procedures are specified in GOST R 8.563-96 « State System for Ensuring Uniform Measurement. Procedures of measurements» that covers all types of procedures including chemical test.
The branch give consultations on application and registration of Measurement procedures, supplies certification procedures for registration in the Federal Register of Measurement procedures and also offers services on development of Procedures of stationary measurements.
