The East-Siberian branch of Federal State Unitary Enterprise «National Research Institute for Physicotechnical and Radio Engineering Measurements» (FSUE «VNIIFTRI») was founded by the Enactment of the Government of the USSR and in accordance with The Order of The State Committee of measures, standards and measuring means of the USSR (State Standards Committee of the USSR) №115 from 29.06.1965 and was based on Irkutsk Laboratory of Time and Frequency in Irkutsk city.
Gostrem Runar Viktorovich, Doctor of Physical and Mathematical Sciences, served as the director of the branch until 1970 year. Tanichev Igor Nikolaevich, Doctor of Physical and Mathematical Sciences, leads the East-Siberian branch of FSUE «VNIIFTRI» since January of 1970 year.
In accordance with profile for institutes of metrology the East-Siberian branch of FSUE «VNIIFTRI» was determined as The Second Standard Base of Time and Frequency on the east of the country and then was awarded the status of the State scientific metrological center and the State center of Testing of measuring means.
Since 1981 Gudkov Oleg Ilich, Doctor of Physical and Mathematical Sciences, was appointed the director of the Siberian branch of VNIIFTRI by the State Standards Committee of the USSR.
The Siberian branch of VNIIFTRI became the autonomous structural Siberian VNIIFTRI from 1985, in this year The pilot plant «Etalon» (NPO «Etalon») based on the East-Siberian VNIIFTRI was found according to the Regulation of the Council of Ministers of the USSR from 29.08.85 and the Order of the State Standards Committee of the USSR №066 from24.09.85 and Gudkov Oleg Ilich was appointed the General Director of NPO «Etalon».
Since 11th October of 1989 NPO «Etalon» was reformed into the East-Siberian Research Institute for Physicotechnical and Radio Engineering Measurements («ES VNIIFTRI») by the Order of the State Standards Committee of the USSR №392 since 11th of October of 1989.
The training unit based on the institute and carried out personnal training and retraining in metrology and standardization was accredited by the the State Standards Committee in 1994.
The East-Siberian VNIIFTRI performs state functions on measurement assurance in stationary directions of activity.
Egorov Viktor Nikolajevich was appointed the Acting Director of East-Siberian institute of FSUE «VNIIFTRI» since 2005.
In accordance with the Enactment of the Government of the Russian Federation №272-r from 10.03.07 and the Order of Federal Agency for Technique Regulation and Metrology №753 from 22.03.07 the Federal State Unitary Enterprise «National Research Institute for Physicotechnical and Radio Engineering Measurements» (FSUE «VNIIFTRI») was reorganized by affiliating the FSUE «ES VNIIFTRI». According to the Order of FSUE «VNIIFTRI» №143 from 10.10.07 the autonomous structural subdivision, the East-Siberian branch of FSUE «VNIIFTRI» was found.
According to the Order of FSUE «VNIIFTRI» №704-k from 19.10.07 Egorov Viktor Nikolajevich was appointed the director of the East-Siberian branch of FSUE «VNIIFTRI»
At present, the East-Siberian branch carries out basic and applied researches of measurement assurance, a complex of researches and developments on high-precision equipment for time-and-frequency, radiotechnical and gas humidity measurements.
The Training Centre of the East-Siberian branch of FSUE «VNIIFTRI» in accordance with the license for educational activity (series A №192168, registration number №1042 from 15.08.2008) gives personal and expert-metrologist training courses.
The branch participates in international cooperation, key and supplementary comparisons of national standards between Russia, Finland, USA, Japan, Great Britain, China and other countries.
